Sufficient Financing Provision for Moon Jae In Care?

Abstract
Aug, 9, 2017, President Moon Jae-in has announced a policy to raise health insurance coverage which provides all medical fee with the exception of cosmetic purpose to ease the burden of all medical expenses to the public. The biggest concern as to new policy is converting non- subsidizing fee to 100% subsidizing. Moon¡¯s healthcare plan aims to raise national health coverage of medical bills to 70 percent by 2022, from the 63.4 percent .The government will invest 30.6 trillion won using 10 trillion won which is the surplus funds of 20 trillion won currently holding by the National Health Insurance Service and pledged funds by the government for 5 years. In reality, it needs 6 trillion won in every year to convert all uncovered medical cost to all-covered as the new policy only plans 5 year¡¯s funding. It is just too drastic and unrealistic to imagine this policy could sustain in the long run. Without thoroughness of financial review of Moon Jae In care, not only it will deteriorate current medical system but it would be seemed that the system is regulated by dictatorial power of government. The government also overlooks the fact that patients will more likely visit general hospitals rather than small local clinics, with their medical fees subsidized. This is because large hospitals are known to provide better-quality services, yet at higher costs. With all of these facts ahead, this policy will accelerate the collapse of small local clinic systems. This will lead to an overall deterioration in the whole medical system.
